The Burgin City Council voted 2-2 before Mayor Joseph Monroe cast the tie-breaking ballot, moving the city back into a joint planning arrangement tied to the proposed 950-acre Project Bluegrass development.
Burgin City Council members voted to rejoin a joint planning commission connected to Mercer County’s proposed Project Bluegrass development, after a 2-2 split left Mayor Joseph Monroe to cast the deciding vote at the council meeting, as reported by LEX18 on Tuesday.
According to the report, the mayor’s tie-breaking vote allowed Burgin to regain a role within the joint planning commission that coordinates planning and zoning discussions involving the larger development. The council deadlock meant the outcome hinged on the mayor’s authority under the city’s operating rules, rather than a broader council consensus.
The development at the center of the dispute is described in the reporting as a roughly 950-acre Project Bluegrass data center proposal in Mercer County. The measure before Burgin officials was therefore not a stand-alone rezoning action in itself, but a governance decision about which planning body would handle or influence how the proposal is reviewed and advanced.
LEX18 reported that the decision increased Burgin’s control over how the project is processed through the joint planning commission framework. While the report did not describe a finalized zoning change or immediate construction start date, it characterized the council action as a shift in local decision-making leverage related to the larger planning process.
The controversy has played out against a backdrop of community concerns and debate over how large-scale development could affect land use, local infrastructure needs, and the long-term planning direction of nearby communities. The council’s decision to return to the joint planning commission indicates the city views participation in the planning structure as important to how those issues are addressed.
For Mercer County residents, the procedural change could affect timing and the negotiation landscape for public input as planning steps proceed. Joint planning commissions often serve as an early review channel that can shape what information is considered, how recommendations are developed, and how jurisdictional coordination occurs before any later discretionary approvals.
Next steps will likely depend on how the joint planning commission schedules additional discussions and recommendations tied to the Project Bluegrass proposal, and on whether Burgin’s renewed participation changes the scope of items the city will press as part of ongoing planning deliberations, according to the same reporting.
