A bipartisan group of lawmakers and two Democratic House committee chairs asked the National Science Foundation to reverse course on a plan to dismantle a large ocean monitoring network, arguing the agency’s actions may be unlawful.
A group of Democratic senators, joined by one Republican, and two Democratic House committees sent letters to the National Science Foundation on Monday seeking to stop what they described as the Trump administration’s dismantling of a $386 million ocean observatory project. The lawmakers asked NSF to reverse its plan and explain its legal and policy basis for changing course on the monitoring network.
In the letters, the lawmakers said the observatory would be subject to dismantling rather than continued operation, and they pressed NSF to provide documentation and timelines for any changes. They also argued that the agency’s approach raises statutory and procedural concerns, according to the Washington Times report on the correspondence.
The House committees went further than the senators, according to the report, accusing NSF of acting illegally. The committees’ letter request included additional demands for information beyond an administrative course correction, though the reporting did not detail the specific legal theory or cite any particular statutory provision in the summary.
The dispute centers on an ocean monitoring effort intended to support long-term observation and research. The lawmakers’ letters framed the dismantling decision as a reduction of federal capacity for ocean observation, while also raising concerns about government decision-making processes and whether NSF is following required authorities when changing the scope of an existing program.
The lawmakers’ request to NSF is procedural in the near term but potentially consequential for implementation. If NSF does not change its plan, the observatory project could be broken apart or shut down in ways that reduce the continuity of data collection and the federal role in maintaining the monitoring infrastructure, the lawmakers said in seeking reversal.
NSF has not publicly resolved the matter in the reporting summary. Lawmakers indicated they are seeking an explanation and corrective action, and they may continue oversight if the agency does not respond with a reversal or a legally sufficient justification.
The letters arrive amid ongoing congressional oversight of federal science and infrastructure spending, where lawmakers have often focused on costs, accountability for major program changes, and compliance with federal requirements governing how agencies modify or wind down funded projects. The immediate question for NSF is whether it will provide the requested records and adjust course in response to the congressional correspondence.
