In a statement published Tuesday, Russia’s Defense Ministry said it was preparing large-scale attacks targeting energy sites in Ukraine, citing the context of the deadliest attack of the year.
Russia’s Defense Ministry said it is preparing “massive strikes” on Ukraine’s energy infrastructure, announcing the plan as fighting continues across Ukraine and as both sides trade accusations about attacks on critical systems. The ministry’s statement, carried in a report by CNBC published August 31, frames the new preparations as a response measure following what it characterizes as the deadliest attack of the year.
According to the CNBC report, the Defense Ministry did not describe specific targets in public detail within the article’s account, but it emphasized energy sites, a category that typically includes power generation and transmission facilities as well as other infrastructure used to supply electricity and, indirectly, heat and industrial power.
Ukraine has repeatedly warned that strikes on energy infrastructure can disrupt power supplies, affect civilians’ access to electricity and heating, and compound the economic and logistical strain of prolonged war. While the CNBC report centers on Russia’s announcement, it highlights that attacks on energy assets remain one of the most consequential categories of targets because of their immediate effect on daily life and services.
The timing of Russia’s announcement matters because energy infrastructure is often harder to repair quickly than front-line equipment, and outages can cascade through the grid. Even where repairs are possible, the restoration process can require specialized parts and engineering capacity, along with security conditions that allow maintenance teams to operate.
The reported statement comes amid an ongoing cycle of mutual accusations over battlefield actions and the targeting of civilian-adjacent systems. In this instance, Russia’s framing links its preparations to an earlier strike that the ministry described as the deadliest of the year, while the broader dispute remains focused on who is responsible for attacks that endanger public safety and national infrastructure.
Ukraine’s government and energy authorities, as in prior attacks, are likely to respond through air defense posture adjustments, civil defense guidance, and repair planning for potential damage to generation and transmission systems. The practical effect of Russia’s statement, as with prior claims of planned strikes, will depend on whether it is followed by attacks and on the specific facilities hit.
For now, Russia’s announcement establishes an intention to focus on energy infrastructure, raising near-term concerns for electrical reliability and emergency services in regions that rely on stable power and heat. Any subsequent details, including the scale of any attack and the resulting damage, would determine how quickly the situation stabilizes and how much reconstruction effort is required.
