President Volodymyr Zelensky said a second major attack this week struck an oil refinery outside Moscow and urged Russian President Vladimir Putin to halt what he described as escalating strikes.
Ukraine carried out a drone strike that hit a major Russian oil refinery near Moscow, President Volodymyr Zelensky said on June 18, describing it as the second major attack on the same energy target area.
Zelensky said the latest strike followed a prior attack and warned that continued Russian aggression would be met with expanding consequences for sites that support the war effort. In his remarks, he said, unless Putin stops his war, “Moscow will burn,” framing the refinery strike as part of an effort to raise costs for Russia’s operations.
The comments were delivered as the war enters another week of attacks on infrastructure and energy assets on both sides. The refinery targeted by the drone strike is located outside Moscow, according to Zelensky’s account as reported by CBS News, placing industrial impacts in proximity to a densely populated region.
The strike comes amid heightened attention to the security of fuel production and processing facilities in Russia, including facilities used for refining oil into fuels for domestic needs and military equipment. Refinery disruption can also affect distribution networks tied to electricity generation, heating, industrial manufacturing, and transportation, raising risks for public services and commerce.
Zelensky’s statement did not provide a detailed breakdown of damage or operational impact in the CBS News report, and it did not include information on injuries or detentions. The reporting also did not specify the refinery’s full name or operator in the prompt provided.
Russian officials have not been quoted in the supplied material. As with many wartime incidents involving drones and infrastructure, attribution and the scope of damage typically rely on a combination of public statements, satellite and debris assessments, and later confirmation from authorities and affected companies.
If additional confirmation is issued, the next factual steps likely include published statements on the extent of refinery damage, any changes to fuel processing or distribution, and security measures Russia says it is taking to defend energy infrastructure. For international audiences, the incident underscores how strategic energy nodes can become targets even when located near major population centers.
